Executive Search is commonly referred to as Headhunting. Executive Search firms are usually professional outfits, specializing in recruiting highly qualified candidates or executive-level jobs. Currently, Dubai Knowledge Villiage (DVK) is the only Free Zone Jurisdiction that regulates the activity.

DVK, defines Executive Search License as a firm that specializes in attracting and sourcing talented individuals in leadership, executive or professional roles and delivering best practice retainer-based search on behalf of client organizations. As general as this may seem, it does come with a lot of conditions.

Under the Executive Search License permissible activities are limited to the following:

  1. Assist client organizations in attracting, sourcing and selecting top-level professionals and talent including by screening and filtering applications
  2. Conduct international searches and recruitment campaigns for upper-level professional candidates in a wide variety of industries and functional areas with a remuneration of not less than UAE Dirham ten thousand (Dhs. 10,000/-) per month.
  3. Apply appropriate assessment tests such as psychometric, behavioral, personal assessment testing for a better understanding of a candidate’s personality and competencies
  4. Assist client organizations in structuring compensation and benefits packages, by serving as an intermediary between the client organization and the candidate.

The non-permissible activities under the executive search license are also defined, here are some of the conditions:

  1. Sponsored staff to work outside the TECOM Zone.
  2. Recruitment activities (direct/portal/web-based) for positions other than top-level professional and executives roles with a remuneration of not less than UAE Dirham ten thousand (Dhs. 10,000/-) per month.
  3. Charging applicants or candidates any fee for recruitment and selection services.

There are further considerations that you will need to be aware of when it comes to incorporating an Executive Search license:

  1. An Executive Search License does not come with a customs code.
  2. If you are incorporating the company as individual shareholders (Not a branch) a Bank Guarantee from a locally registered bank for (Dhs. 100,000/-) will be required as the initial part of the registration.
  3. The Shareholder(s) of the FZ-LLC shall possess a minimum 3 years of experience in Human Resources / Executive Search field.
  4. Any material that goes into print media must include the DKV logo and must be approved by the DKV Management prior to release.

If you are looking at setting up a branch of your executive search firm, you will need to fulfill the following requirements:

  • An Executive Search License does not come with a customs code.
  • Executive Search licensee licensed under the legal status ‘Branch’ shall provide the Authority a Bank Guarantee from a locally registered bank for (Dhs. 100,000 /-) awill be required as the initial part of the registration.
  • The Director of the Branch shall possess minimum 3 years of experience in Human Resources / Executive Search field.
  • The parent company that you are setting the branch of, must be operational for more than 5 years.
  • Any material that goes into print media must include the DKV logo and must be approved by the DKV Management prior to release.
